WHAT IS MUTTON PULAO?
Instant Pot Pakistani Mutton Pulao (Goat Pulao) is filled with the flavors of whole spices cooked within the meat; then have stock cooked within the rice. It’s flavorful and aromatic. Its mutton stock is cooked separately then mixed in with the rice. Mutton Pulao is simply packed with flavor. This recipe, a classic in Pakistani dinner recipes, originated in Pakistan and is perfect for Bakra Eid/Eid al-Adha. For Eid al-Adha my family makes recipes like Mutton Kaleji, Mutton Korma, and Mutton Paya including Mutton Pulao as well. I fondly remember my paternal grandmother preparing Mutton Pulao every Eid al-Adha when I was a child.
WHAT KIND OF MEAT SHOULD BE USED?
I used mutton (goat meat) to make this recipe but you can use any meat you want. I have made it with Chicken Pulao and Beef Pulao, it tastes great. You can add any type of meat you want, you can even use lamb in this. However, the pressure timings varies on which type of meat you will be using.
INGREDIENTS
Muslin bags - In this recipe to place the whole spices in the Muslin bags Rice- Onion- I used red onion but you can use any type of onion that you use except sweet onion and shallots. Meat - I used mutton make sure the mutton is fresh. Whole spices- You’ll need fennel seeds, coriander seeds, cinnamon stick, bay leaves, and black cardamoms. The spice ratios are balanced to ensure no single spice dominates the final broth. However, if you’re missing a spice or two, feel free to skip it and continue!
TIPS
Muslin bags are useful for boiling whole spices and ginger and garlic, eliminating the need to remove them manually later. If your rice turns out soggy, it likely means the ratio wasn’t followed correctly. Don’t worry—when it’s time to steam or put the rice on dum, take four paper towels, crumple them up, and tuck them into the rice. They will absorb the excess moisture.

To be honest, it can stand alone by itself, yes! It’s that delicious. However, you can devour the mutton pulao with Garlic Chutney and Raita.
